XBOX 360 VGA upscaling DVDs?

Right, i have asked constantly about this. People have confirmed yes, VGA cable does upscale DVDs (without HD DVD drive) but no one can answer why on the back of the OFFICIAL microsoft VGA cable, they say they the outputs 480p for DVDs
