If people are struggling so much, why aren't people changing there ways?

If so many people are struggling, why aren't more people using coupons? I was in the check out line and the lady and her family were in front of me. When the total was said, she replied that she didn't have enough money. So they took a bunch of things off. When the transaction was finished the cashier handed her her ticket and a bunch of coupons. As I watch them walk off, she threw them in the garbage. I went to that garbage can and grab them because like so many I too am struggling. Is it really to much of a hle to use coupons and other methods of savings? I mean it will make there food stamps, wic cards, and other resources last a lot longer.
